I Can't submit to any folders just featured so don't be pissed

Problem when i try submiting anything... only one choice shows up and its featured and when I tried to submit it to the group it's saying target folder over the limit.. can you please fix that..?
I cleaned out and reorganized the folders, you should be able to submit to the featured.
